IDA and DWU Union Negotiation Regular Updates


IDA management voluntarily recognized Documentary Workers United (DWU), the labor organization formed by IDA bargaining unit employees as part of the Communication Workers of America (CWA Local 9003). The Union and IDA management began negotiating a comprehensive Collective Bargaining Agreement (CBA).

For transparency with the IDA community, we will regularly update this page with outcomes from each negotiation meeting that takes place every two weeks, with review and approval from Documentary Workers United (DWU) for each update.

March 14, 2022

  • IDA Bargaining Unit Employees submit a request for voluntary recognition to IDA management.


April 4, 2022

  • IDA management voluntarily recognized CWA Local 9003.
     

June 13, 2022

  • CWA Local 9003 provided IDA management with 15 proposals.
     

July 27, 2022

  • CWA Local 9003 provided IDA management with 13 proposals.
     

August 23, 2022

  • CWA Local 9003 provided IDA management with 23 proposals.
     

September 9, 2022

  • CWA Local 9003 provided IDA management with 32 proposals. At this point, CWA Local 9003 has presented the majority of their proposals to IDA management, with the exception of wage proposals.
     

September 14, 2022

  • The first meeting between the IDA negotiating team and CWA Local 9003 was a meet-and-greet to schedule negotiation meetings.
     

October 11, 2022

  • Management presented an memorandum of understanding (MOU) to CWA Local 9003 that would establish worker protections and a grievance procedure while both sides are engaged with CBA negotiations.
  • Additionally, we discussed the process for counter proposals and tentative agreements.
     

October 27, 2022

  • IDA management provided documentation required by CWA Local 9003.
  • CWA Local 9003 agreed to the MOU presented by IDA management.
  • IDA management and CWA Local 9003 came to a tentative agreement on the first batch of contract proposals.
  • We confirmed our next meeting on November 8, 2022, and scheduled another session on November 22, 2022.
     

November 8, 2022

  • Management and CWA Local 9003 exchanged counter proposals and met in caucus during this scheduled meeting.
     

November 22, 2022

  • Management and CWA Local 9003 agreed to the employees included in the bargaining unit establishing the 18 member Bargaining Unit.
  • We scheduled our next meeting for December 2, 2022.
     

December 2, 2022

  • Management and CWA Local 9003 exchanged counter proposals and met in caucus during this scheduled meeting.
  • We scheduled our next meeting for December 14, 2022.
     

December 14, 2022 

  • Management and CWA Local 9003 wrapped up the 2022 negotiations with the acceptance of tentative agreements on more than a dozen other proposals.
  • We set meeting dates for January 2023.


February 23, 2023

  • Management and CWA Local 9003 continued making progress with the acceptance of several more tentative agreements. 
  • Our next meeting was previously scheduled for March 2, 2023.


March 2, 2023

  • Management and CWA Local 9003 continued making progress with the acceptance of several more tentative agreements.
  • We scheduled our next meeting for March 21, 2023.


March 21, 2023

  • Management and CWA Local 9003 continued making progress with the acceptance of several more tentative agreements.
  • We scheduled our next meeting for April 4, 2023.
     

April 4, 2023

  • Management presented the anticipated costs and budget planning to representatives of  CWA Local 9003. This presentation will inform the continued negotiations on the wage proposals. 
  • We scheduled our next meeting for April 12, 2023.

 

April 12, 2023

  • Management and CWA Local 9003 continued making progress with the acceptance of several more tentative agreements, including vacation time.
  • We scheduled our next meeting for April 26, 2023.
     

April 26, 2023

  • Management and CWA Local 9003 continued making progress with another tentative agreement. Management and the Union were able to discuss the remaining few proposals. 
  • We scheduled our next meeting for May 12, 2023.

May 12, 2023

  • Management and CWA Local 9003 continued making progress with more tentative agreements. We have come to verbal agreement on wages and agree that we are in the final part of negotiations. 
  • We scheduled our next meeting for May 23, 2023.
  • We’ve agreed to a goal to complete negotiations in June.

June 1, 2023

  • CWA/DWU and IDA reach tentative agreement for initial 2-year contract. Read more here.
